The “yellow alert,” which means reserves have dipped below the required level, was in effect over the country’s most populous island from 10 a.m. to 1 p.m., the DOE said. The DOE said at least two power plants, San Gabriel and Kalayaan Unit 2, were not working and Malaya Unit 2 was called in to augment supply. There were no immediate warnings of power outages.
